A small state with few people. Let there be tenfold and hundredfold contrivances but not used; let the people value death heavily and not travel far. Though there be boats and carriages, none ride in them; though there be armor and weapons, none display them. Let the people return to knotting ropes and using them. They will relish their food, beautify their clothing, enjoy their dwellings, and delight in their customs. Neighboring states may be within sight, the sounds of cocks and dogs within hearing, yet the people will grow old and die without coming and going.
