The Highest Leadership

太上,下知有之;其次,亲而誉之;其次,畏之;其次,侮之。信不足焉,有不信焉。
悠兮其贵言。功成事遂,百姓皆谓我自然。
The highest leader is one whom people barely know exists. The next is one they love and praise. The next is one they fear. The next is one they despise. When trust is lacking, there is distrust. How cautious the wise leader is, valuing words sparingly. When the work is done and the task accomplished, the people say, 'We did it ourselves.'
